fsl-imx8mm-verdin.dts: fix eth phy power up
The PHY reset circuitry may keep the PHY in reset for up to 200ms after
powerup. Use the regulator startup-delay-us property to wait that time
before talking to the PHY.
While at it unify that regulator with the Linux dts file.
