video: tegra: host: allow freeing of client managed syncpts
Once a client managed syncpt is given to a client,
dynamic syncpt framework does not free it as usually client
uses it for its lifetime.
But for module drivers, we need to free them while unloading
the driver otherwise we end up reserving few more syncpts
during each driver load
hence allow freeing of client managed syncpts through same
API nvhost_free_syncpt()
